China-Tanzania Tech Partnership Accelerates Digital Transformation Across Key Sectors

Tanzania is rapidly advancing its digital transformation agenda, with government officials crediting deepening technology cooperation with China as a key driver of progress across multiple sectors – from agriculture to finance and public services.

Speaking at the “Experience China” High-Tech Fair in Dar es Salaam, Tanzania’s Minister for Information, Communications and Information Technology, Angellah Kairuki, highlighted how the bilateral partnership has evolved beyond traditional infrastructure into a dynamic technology ecosystem.  

“Over the past decade, our partnership has evolved from traditional infrastructure to advanced technological collaboration,” she said, describing Tanzania as a growing example of effective South-South cooperation.

At the heart of this transformation is digital infrastructure. Chinese-supported projects – ranging from 4G and fiber-optic networks to emerging 5G pilots – have significantly expanded connectivity across Tanzania, laying the groundwork for a modern digital economy.

These investments are already translating into tangible outcomes. Farmers are gaining access to real-time market data, small businesses are integrating into e-commerce platforms, and communities are benefiting from improved digital financial services.

“Chinese technology is increasingly reaching Tanzania’s fields, cities, and communities,” noted Chinese Ambassador to Tanzania Chen Mingjian, emphasising its growing impact on productivity and livelihoods.

The ripple effects are visible across sectors:

  • Mobile payments and fintech are expanding financial inclusion
  • Online education platforms are increasing access to learning
  • Remote work opportunities are emerging, particularly among youth
  • Healthcare and agriculture technologies are improving service delivery

These shifts reflect a broader transition – where digital tools are no longer optional, but foundational to economic participation.

Kairuki emphasised that the next phase of cooperation must go deeper, calling for structured agreements and investment frameworks that promote local manufacturing, skills development, and job creation.

China’s role in Tanzania’s digital journey extends beyond hardware. Chinese enterprises have helped build the country’s telecommunications backbone, enabling the rise of digital services and innovation ecosystems.

At the same time, both countries are exploring ways to strengthen technology transfer and human capital development, ensuring that digital transformation is locally sustained rather than externally driven.

This aligns with broader continental priorities, as African nations seek not just connectivity – but ownership of their digital futures.

Technology is now a central pillar of the long-standing China–Tanzania partnership, which dates back decades and includes landmark projects such as the Tanzania-Zambia Railway and ongoing cooperation in infrastructure, energy, and trade.

Recent engagements have further emphasised alignment of development strategies, particularly in areas like digital economy, industrialisation, and innovation.

China’s global leadership in fields such as artificial intelligence, robotics, and renewable energy also positions it as a strategic partner for Tanzania as it navigates the next phase of economic modernisation.

As Tanzania accelerates its digital transition, the message from policymakers is clear: partnerships must deliver inclusive growth.

The focus is no longer just on connecting cities – but on empowering communities, creating jobs, and ensuring that technology serves as a bridge.

With momentum building, China–Tanzania tech cooperation is evolving into something more than collaboration – it is becoming a blueprint for how emerging economies can leapfrog into the digital age.

In a world increasingly defined by data and connectivity, Tanzania is not waiting to catch up – it is positioning itself to compete.
