Cape Verde and China Sign Financing Deal for Phase 3 of “Safe City” Project

Cape Verde and China have formalized financing for the third phase of the “Safe City” project, aimed at expanding command and data centers, enhancing surveillance systems, and training local technicians to operate the systems.

At a signing ceremony in Praia, Cape Verde’s Secretary of State for Foreign Affairs and Cooperation, Miryan Vieira, explained that the new phase will expand command and data centers in both Praia and Mindelo, and strengthen video surveillance in Tarrafal de Santiago, Porto Novo, in addition to the existing hubs.

The agreement also includes technical training for personnel who will manage and maintain the equipment. Vieira reaffirmed Cape Verde’s commitment to deepening its partnership with China and scaling up cooperation in security and urban infrastructure.

Chinese Ambassador Zhang Yang described the two nations as “good friends and true partners,” stating that the Safe City project will contribute to making Cape Verde a safer country for its people.

Through this third phase, the project seeks to build on earlier achievements while adapting to evolving security needs and technological demands across Cape Verde’s major cities.
