From Roads to Hospitals: China State Hualong’s Lasting Footprint in Ghana’s Infrastructure

Over the last four decades, China State Hualong Construction Ghana Company Limited (CSHCL) has quietly but profoundly shaped the face of modern Ghana through its vast portfolio of infrastructure projects. From landmark roads to hospitals, parliament buildings to affordable housing, Hualong’s enduring presence is deeply embedded in Ghana’s development story.

On Saturday, July 19, 2025, media fellows under the Ghana-China Media Fellowship 2025, led by Paul Frimpong, Executive Director of the Africa-China Centre for Policy and Advisory (ACCPA), paid a working visit to CSHCL’s headquarters in Accra. The purpose: to gain firsthand insights into the operations, projects, and impact of one of the longest-standing Chinese construction firms in Ghana.

Management of CSHCL including Chen Xioaming, Chief Financial Officer, Zhang Huxiangm Deputy Manager of Planning and Development Department, and Hu Changhuai, Deputy Manager of General Office, welcomed the delegation and provided an extensive overview of the company’s infrastructure contributions since its entry into the Ghanaian market in 1985. “We see our mission not just as builders, but as long-term development partners in Ghana,” “Our projects are visible across Ghana’s skyline, in its healthcare system, and along its highways” they said.

Among Hualong’s flagship projects are the Eastern Regional Teaching Hospital in Koforidua, the International Maritime Hospital for GPHA, the TDC Affordable Housing Projects, and over half a dozen major roads including the Awoshie-Pokuase Road, Teshie Link Road, Giffard Road, and parts of the Eastern Corridor Road.

They also played a key role in the transformation of national institutions such as the conversion of the State House into Ghana’s Parliament, the Ghana Free Zones Board Office Complex, and the Digital Conference System in the National Assembly. More recently, Hualong has contributed to the Agenda 111 district hospitals project, further solidifying its role in public health infrastructure development.

The company has also been active in corporate social responsibility (CSR). Their COVID-19 donations to health institutions, flood relief materials, and Ramadan support to Muslim communities are a testament to their community-oriented approach.

Paul Frimpong emphasized the importance of such engagements, stating, “The Ghana-China Media Fellowship is designed to promote media literacy in the context of Ghana-China relations. Visiting enterprises like Hualong allows our fellows to understand the tangible impact of Chinese investments, ask critical questions, and tell the full story beyond the headlines.”

The visit sparked meaningful conversations around local employment, environmental standards, technology transfer, and project accountability. CSHCL currently employs over 600 Ghanaians and is known for its training initiatives and local procurement policies.
