China’s Health Diplomacy in Africa: Beyond Belt and Road

In a year marked by shifting global aid landscapes and emerging health priorities, China’s diplomatic engagement in Africa is gaining renewed visibility – not through megaproject financing, but through targeted public health investment. At a time when traditional donors have stepped back from long-standing commitments, Beijing’s latest pledge to bolster South Africa’s HIV response reflects a broader strategy of health cooperation embedded within its rising global influence.

In November 2025, the People’s Republic of China announced a US $3.49 million grant to support HIV prevention services in South Africa over two years – a partnership facilitated by UNAIDS and known as part of the China Global Development and South-South Cooperation Fund. The initiative aims to strengthen HIV prevention services, with special focus on young people and key populations at high risk, including people who inject drugs.
