China’s 2025 “Two Sessions,” of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC), commenced at the Great Hall in Beijing on March 4-5, 2025 where thousands of delegates convened to discuss and ratify legislation with significant policy announcements aimed at navigating economic challenges and advancing technological innovation.
Chinese President Xi Jinping attended the opening meeting of the third session of the 14th annual National People’s Congress where he took part in deliberation with his fellow deputies.
Premier Li Qiang delivered the government work report during this session, outlining key priorities for the upcoming year.
Li Hongzhong, vice chairman of the NPC Standing Committee, explained a draft amendment to the Law on Deputies to the National People’s Congress and to the Local People’s Congresses at Various Levels .
This year’s session occurs amid global uncertainties, including tensions between the U.S. and Ukraine, and a fragile ceasefire in Gaza. China’s leadership aims to position the nation as a stable force in a chaotic world, focusing on stimulating growth and innovation, particularly in high-tech sectors.
Economically, the government has reiterated its growth target of around 5% and announced a 7.2% increase in military spending. Key policy focuses include boosting domestic consumption, stabilizing the property market, and achieving supply chain self-sufficiency.
The annual session of the National People’s Congress and the annual session of Chinese People’s Political Consultative Conference, aims to evaluate the effectiveness of previous initiatives and set the course for the coming year 2026, ensuring China’s development aligns with its long term goals.
