Chinese technology giant Huawei has signed a new cooperation agreement with Kenya’s Kenya School of Government aimed at accelerating digital transformation across the East African country’s public sector.

The partnership, announced in Nairobi on Wednesday, seeks to strengthen digital governance, expand ICT capacity building, and equip public servants with modern technological skills needed to support Kenya’s fast-growing digital economy.

Under the agreement, Huawei and the Kenya School of Government (KSG) will collaborate on training programs focused on emerging technologies, including cloud computing, artificial intelligence, cybersecurity, and digital governance systems. The initiative is expected to support Kenya’s broader public service modernization agenda under the government’s digital transformation strategy.

Speaking during the signing ceremony, KSG Director-General Nura Mohamed described digital transformation as essential for improving efficiency, transparency, and public service delivery in Kenya. He said the partnership would help strengthen the capacity of government workers to adapt to evolving technological demands.

Huawei Kenya CEO Gao Fei said the company aims to support Kenya’s digital ambitions through knowledge transfer, skills development, and technological inn ovation. According to him, empowering public sector professionals with digital competencies is increasingly critical as governments transition toward data-driven service systems.

The agreement builds on Huawei’s long-standing presence in Kenya, where the company has played a major role in telecommunications infrastructure, ICT training, and smart city development projects. Huawei has previously partnered with Kenyan institutions on initiatives such as the Huawei ICT Academy, Seeds for the Future program, and digital skills training for students and young professionals.

Kenya has emerged as one of Africa’s leading digital innovation hubs, driven by rapid mobile penetration, fintech growth, e-government expansion, and increased investment in digital infrastructure. Government initiatives such as the Digital Superhighway project and the eCitizen platform are part of broader efforts to digitize public services and expand internet access nationwide.

Analysts say partnerships between governments and technology firms are becoming increasingly important as African countries seek to modernize public institutions while preparing workforces for the Fourth Industrial Revolution.

The Huawei-KSG partnership also reflects expanding China-Kenya cooperation in the technology sector. Beyond infrastructure and trade, digital development has become a growing pillar of bilateral relations between Nairobi and Beijing.

China has supported several major infrastructure and connectivity projects in Kenya over the years, including the Standard Gauge Railway, road networks, energy projects, and fiber-optic expansion initiatives. Chinese companies have also been involved in Kenya’s telecommunications ecosystem, helping expand broadband access and digital infrastructure.

The latest agreement comes at a time when African governments are increasingly prioritizing digital governance, cybersecurity, AI readiness, and public sector efficiency as part of long-term economic transformation plans.

According to Kenya’s Ministry of ICT and the Digital Economy, strengthening digital skills within government institutions is critical for improving service delivery, reducing bureaucracy, and expanding access to public services, particularly in underserved communities.

Observers say the collaboration could also create opportunities for further cooperation in areas such as smart governance, data management, digital identity systems, and cloud-based public services.

As Kenya positions itself as a regional technology and innovation hub, the partnership between Huawei and the Kenya School of Government highlights the growing role of China-Africa digital cooperation in shaping the continent’s public sector modernization agenda.
